Strengthening Europe’s Digital and Green Competitiveness through the European Trade Indexes Registry (EUTIR)

October 2025

This document, prepared by the DigitalTrade4.EU consortium, presents a proposal for a European Trade Indexes Registry (EUTIR) as a foundational trust layer for the EU’s digital and green transition. It positions EUTIR as a decentralized, interoperable system to verify the authenticity and traceability of trade data, aiming to reduce administrative burdens, enhance competitiveness, and ensure seamless integration with global standards. The proposal is strategically designed to support and amplify the impact of EU funding for cross-border education, training and solidarity, young people, media, culture, and creative sectors, values, and civil society. It includes detailed legislative amendments to align the Erasmus+ programme and other initiatives with the European Green Deal and the Competitiveness Compass, creating a virtuous cycle where modern trade governance directly reinforces Europe’s human capital and social foundations.
