Call for Evidence for a Digital Networks Act

June 2025

Our feedback presents the consolidated input of the DigitalTrade4.EU consortium in response to the European Commission’s initiatives on the Digital Networks Act and related strategies. We emphasize that economic competitiveness, data sovereignty, and defence readiness are deeply interconnected and can only be fully realized through a unified digital transformation strategy grounded in interoperability, decentralisation, and harmonised international standards. Our introduction outlines how key digital enablers—such as the UNCITRAL Model Law on Electronic Transferable Records (MLETR), the eIDAS 2.0 Regulation, and the Digital Product Passport (DPP) framework—serve dual-use purposes, enhancing both civilian trade efficiency and defence logistics. This document aligns with the EU Competitiveness Compass, the Digital Decade Policy Programme 2030, and the European Defence Readiness 2030 White Paper, advocating for secure, resilient, and standards-based digital infrastructure that supports strategic autonomy and global leadership.
